President

Principal Naval Architect & Marine Engineer

David serves as the president and principal naval architect / marine engineer of Outbound Engineering Group. David has over 20 years of experience as a Naval Architect, Marine Engineer, Project Manager and Director of Engineering on a wide range of projects for commercial and government clients. In addition to engineering projects, David also provides business development and management for marine clients and partners.

Prior to forming Outbound Engineering Group, David was the Director of Foss Maritime/ Harbor Marine Group and Engineer in Responsible Charge for Foss Maritime Company. Harbor Marine Group was co-founded by David in 2000, and it was then acquired by Foss maritime in 2006. Harbor Marine Group served the engineering and technical needs of Foss Maritime and its sister companies and also provided commercial consulting services to the maritime industry and specialized in heavy lift marine transportation of large infrastructure and cargoes, primarily for petroleum and industrial sectors and for support of inland and offshore marine-related construction and installation projects.

During his 20 years consulting, David has worked on over 550 large and small projects to support tug and barge, passenger ferry, heavy sealift and civil/marine construction clients. David has also served as naval architect for sealift and mobilization projects for petroleum development on Sakhalin Island (Russia), North Slope (Alaska) and Gulf of Mexico. He has worked for local consulting engineering firms and has also provided in-house engineering and project management for several of the largest ship and tug/barge operators and one of the largest shipyards in the United States.

David holds a B.S. in Naval Architecture and Marine Engineering from Webb Institute of Naval Architecture (1994) and a Master of Business Administration from the University of Washington Foster School of Business (2011).
